History: Act 344 of 2003 of the 84th General Assembly of the
State of Arkansas established a special “Choose Life” license
plate for support of adoption in Arkansas and prescribed registration
fees.
Purpose: The purpose of the Choose Life specialty license plate
is for a person to support organizations that encourage adoption
as a positive choice for women with unplanned pregnancies.
Fees: Payment of the fee required by law for the registration
of a vehicle, an additional payment of $35.00 ($25.00 for the
Choose Life design use and payment of a $10.00 Department of
Finance Administration fee) will be paid annually for an official
state-issued Choose Life specialty license plate.
Funds: All moneys collected as Choose Life design use contributions
shall be distributed as follows: ninety-eight percent (98%) of
the Choose Life Adoption Assistance Program Funds for distribution
to qualified nonprofit organizations that provide services to
the community that include counseling and meeting the physical
needs of pregnant women who are committed to placing their children
for adoption, and who do not counsel, provide or promote abortion;
and two percent (2%) for expenses incurred in the administration
of the program.
Disbursement: All moneys accruing from the Choose Life design
use shall be distributed at the beginning of each fiscal year
in a pro rata share to qualified nonprofit organizations. (FY
July 1st to June 30th)
Request for Application: The Choose Life Adoption Assistance
Program grant application will be made available each year by
March 1st. Nonprofit organizations may make a request for an
application for the Choose Life Adoption Assistance Program funds
online (www.artl.org) or by telephone (501-663-4237) or by mail
at P.O. Box 1697, Little Rock, AR 72203.
Application Deadline: All fully completed applications must
be received by May 1st, or postmarked on or before May 1st. Applications
received with a postmark after May 1st, or incomplete will be
returned and not considered for the upcoming fiscal year disbursement.
Audit: Any organization that receives Choose Life Adoption Assistance
Program funds during the fiscal year shall submit an audit report
of the funds received.
